[PR-COOP] Tenacity brings in some bugs.

So since im using the Tenacity Buff(Gives 5k hp and you will die instantly medkits heal for 1500 HP) i found some bugs with it. Often you spawn with your normal max hp instead of the 5k. So you are forced to use a medkit to receive the 5k which is an unnecessary waste of a medkit. Now if you have like 2k or 3k HP you cannot use a medkit on yourself same for using pills you cannot use them. Pills and maybe the adrenaline health should scale a bit with the 5k hp. Maybe 500 hp for pills and 250 for adrenaline or so can be ofcourse altered. So they aren't just for any debuffs or so and otherwise useless for ppl who have the tenacity buff.
