[PR] add new buff slots VOTE

You know I was thinking about something like that, but my idea was to have a certain slot or buff only active if enough people of your current level are playing. I've seen a few game matches were you got one lvl200+ player and the rest at about lvl 30 to 150 that get easily discourage to play because they feel they don't stand a chance. Maybe adding an extra slot with the restriction to only allow it if you have an opponent at a fair level with that of the other player. Maybe some kind of combination of both ideas.
On the other hand, I think the coop server should allow you to have more buffs slots than the vs. Mainly to me it seems like there's so many useful buffs I could use to help out fellow teammates but I'm filled up on tank handlers just so I can survive that mess.
