Houseboat ladder blocked?

Hi,

So since the last couple of days the houseboat has been updated with huge blocks at the stairs, not allowing ppl to go up the roof.
However, there is still an easy way to go up there (on the right there is a warning sign u can climb up to, and that way get up the ladder)

Is it allowed or not to go up?
