Tank/infected heal bounty increased

Since tanks are all but immortal when healbounty costs 15 I changed it to 50.

People just block ladders and constantly heal.

Today I was busy for an hour to get out of the sewers on no mercy with 5 topranked players.
That is just ridiculous. If I didnt slay the tank we easely could go on all night. Yawn.

And since I dont feel like playing a schoolteacher by just forbid to block ladders I have made the bounty very high.
