Supreme lottery chances

Now that supreme lottery is back (yay) and the system has changed such that only players level 95 and above can play, can someone tell me the chances of winning, is it like the old system where the lower level you are the higher your chances, or is it the same now regardless of level?

The last time I played, there was a Chance of winning stated there but for me it just put ?%. Is that supposed to be there?

EDIT: Oops I think I mixed up the lower level = Higher chances thing with Gem crafting.
