You should look ingame. There are plenty of 100+ without guilds. It's much more easier to recruit there.

Here's an idea to help you

Look for people in-game via invite player, look at their steam profile, if they play a lot (like over 30 hrs per 2 weeks eg..) then add them and ask them, then repeat

If your offer is good, I help you with your guild for a month or 2. Not longer then that, cause I like my guild. I will help you bring the guild to level 10 plus if you are starting from zero. I help bring a guild to level 13 in a month in a half before as a referance.
