Looking for power quest not available

There seems to be at least 2 players at level 200 who have told me that the quest "Looking for power" does not show up at all on the list.
Due to this they are not able to obtain the liquid enhancer and cannot continue their level-up journey.

I'm not sure if this is a general issue, or if it just affects these 2 players. They're both level 200.
Just thought to report the issue here in case you did not know about it yet.

Another update, does not seem to affect Shaikh after all. Received a reply from him that he has already been working on the quest for a while.
