[H.I. Servers] VoteBan Being Used A Lot

I will try to keep this short & sweet, because I don't want to type it all over again.

Be careful and selective about when you use this feature. If it is abused, or players are not given the "ask / warn / kick" treatment first, our bans on those who abuse this command will be very, very aggressive.
