Enhancement Stones Gone! - doesnt work

I was informed by a clan member yesterday, i apologies i forgot his name but he said the following guild buff isnt working:

Enhancement Stones Gone! - Disables the enhancement stone requirement for all your clan members.

im not sure if this is supposed to be like this or if it is a bug, could anyone else confirm that it isnt working? i would check myself but i have nothing to buy that requires one.

 

I tried with "mini" acc in EOP, and it never worked.
