Donor spam map changing to complete quests

The point of donors having the ability to vote map change is to pass over a campaign every once in a while to a map they prefer. It is not meant to be used to spam the same map/campaign over and over in order to farm for quest items.

Consider this a warning. Continued misuse may result in us removing the ability to vote map change, or worse, reverse quest progress.
